I really would like to own of a pair of COH capris with cuffed bottoms I don't know the exact style but size 28 and under $200 would be perfect.

^you can definitely find some capris under $200! I haven't seen any cuffed styles before though.

Naomi in Black Cordoba runs really really really small! I have a 29 and it's still soooooo tight. OMyGoodness I couldn't believe how tight they are. They are tighter than my Naomi Dark Cordoba.

Need a size 29 (about 15.5-16 waist). Preferably a short inseam (31.5 would be ideal). I would prefer to spend no more than $50, but for the perfect pair I guess I would spend up to $100. I'm spoiled - I've been fortunate to get my COH for $20 at a local thrift shop!
